At AccessE11 we specialize in providing a cloud-based secure desktop & mobile solution for smaller municipalities to manage citizen complaints, issues, service requests and jobs tracking. With the expert help of other smaller municipalities our solution has a focus that is rarely seen in products that smaller municipalities can afford. We have ensured that municipalities with a population of 40,000 or less can purchase the solution as a sole source without having to go to tender.
The AccessE11 solution is comparable to expensive 311 solutions found in large cities however it is built to allow all staff the ability to add complaints issues or generate service request. The desktop version can work on any internet enabled device, the mobile app that allows staff to view cases/complaints/service requests, add pictures to the file, modify, add note and close them in the field. Works on and off line!
AccessE11 one is made up of a powerful Citizen Relationship Management System (CRM) and a feature-rich Case Management System. Unlike customer relation management systems that are modified to work with a municipality our system has been built specifically for the citizen relationship. This includes providing the ability to engage with citizens.

Netfore Systems Inc., the creators of AccessE11, have been in business for eight years and developed several products for elections, constituent management, nonprofit organizations, Telecomm and more with clients worldwide. When Netfore recognized smaller municipalities were looking for a great solution, but all were either too expensive or complicated, it approached North Dundas in Ontario to help create “AccessE11”.
AccessE11 was launched in October 2017. By the end of December 2017 it had six municipalities using the product and demand is growing. The successes with smaller municipalities have come from Four overriding principles:
