Development Charge Study & By-law

The Township of Otonabee-South Monaghan is a lower tier rural municipality of approximately 6,000 residents located on the north shore of Rice Lake in Peterborough County. The Township is immediately adjacent to the City of Peterborough and certain lands in the Cold Springs area have recently been annexed.
Rice Lake and the Otonabee River are part of the Trent Severn Waterway. There are a number of shoreline residential areas and non-residential shoreline resorts which result in an influx of seasonal residents and visitors to the area. The Township economy is predominantly agricultural and tourism related with limited highway commercial and industrial uses. Past residential growth has largely been spread across the municipality in the form of rural residential lots or infilling in the hamlets.
The municipality is conducting its five year review of the Development Charges By-law and the requisite Background Study in accordance with the Development Charges Act. The consultant must address any legislative or regulatory requirements as part of the review, including any applicable OMB or court decisions since the 2010 review.
